If you're planning your own wedding ceremony, there's a few steps you must take before the ceremony can take place. To get married in Hawaii, you must obtain a Hawaii Marriage License and present it to your Hawaii licensed marriage performer. (Does not apply for Vow Renewals). This process is quick and simple. See further details on the the Hawaii State Vital Records Website.
If you're wedding ceremony is not on private property, the State of Hawaii, Dept. of Land and Natural Resources (DLNR) requires a beach wedding permit for all beach weddings performed at all Hawaii beaches. If you are having chairs, arches, or any set-ups on the grounds of a City and County park, this will require a separate permit from the City & County of Honolulu. Again, this process is quick and simple. See further details on the DLNR Wiki Permits Website. YOU are responsible to acquire the necessary permits for your ceremony location.
Other things to consider...Hawaii weather, tide and surf conditions. Look at past weather patterns; search for North Shore zip code area 96712.
